If I put an aperture on an f-stop and zoom, does that mean the camera is zoomed in or the lens is zoomed in?

The reason why it would be zoomed in is because you're actually setting the aperture.

Technically, yes, you are zooming in. If you set the aperture (a blur circle) of a camera lens to a smaller number, the camera is physically closer to the subject.
The lens is zoomed in, the aperture is different (i.e. smaller, and thus more narrow the focus).
However, for a photograph, you want the "blur" to be as wide as possible. For this, use the widest possible aperture, then crop the image.
